Executive Regulations
Executive regulations provide detailed rules for the implementation of laws. They operationalize primary legislation but does override them. They are drafted and approved through a process similar to that of primary legislation and are issued by the Executive Council.

Local laws are proposed by government departments to the Executive Council. The Executive Council debates the proposal before sending it to the Legislative Committee. The law is drafted by the Legislative Committee and then returned to the Executive Council and from there to the Diwan after which it is signed by the Ruler (or by the Crown Prince on behalf of the Ruler).

What Emiri decrees do
Emiri decrees are specific in nature and are direct instructions from the Ruler (or by the Crown Prince on behalf of the Ruler). The Diwan advises the Ruler on whether a proposed Emiri decree is in line with both local and federal laws.

How executive regulations work
Executive regulations set the detailed implementation criteria for articles of the local law. For example, regulations will set the conditions under which a particular license may be issued (i.e. where the local law states that a certain activity is subject to a license). These must be signed by the Chairman of the Executive Council.
